Following the 1997 handover, a model of a dual-system arrangement was promised, pledging that Hong Kong would retain a level of autonomy. Over time, observers note that democratic rights have been steadily diminished.
Major Milestones and Reforms
During 2014, a bill was tabled that aimed to allow residents to elect the city's leader. Importantly, this process was limited to contenders sanctioned by central authorities.
In 2019 experienced widespread protests, culminating in an incident where protesters accessed the parliamentary premises to express anger against a controversial law.
The Consequence of the Security Legislation
Enacted in 2020, the security legislation provided new legal tools to central authorities over Hong Kong's affairs. Conduct such as secession were outlawed. Following this law, all significant democratic party ceased operations.
The Present Election Framework
LegCo elections are regarded as Hong Kong's key political event. However, regulations established in recent years now guarantee that only hopefuls deemed pro-establishment are eligible to contest seats.
- Membership Structure: Now, only 20 out of 90 seats are directly elected.
- Other Positions: The balance are appointed by a government-aligned body.
- New Rules: Newly suggested standards would mandate legislators to "sincerely support" Beijing's jurisdiction.
Public Response
With other avenues for dissent now restricted, not voting has emerged as one of the few safe ways for residents to express dissent. As a result unprecedentedly low electoral engagement in the latest LegCo polls.
